Vishnu is one of the foremost Gods in Indian mythology, and the color of his skin was blue, reflecting the colors of the clouds, the skies and the water, since he was all-pervasive. Both Krishna and Ram were incarnations (avatars) of his, i.e. the forms he took when he came down to Earth at different points of time, hence the blue skin. Krishna indicates dark-skinned as well. So all the blue people you see are various incarnations of Vishnu (the blue person with a peacock feather in his crown is Krishna).
